The Festival is an annual open competition for institutions and individuals to produce short narrative films.
Festival rules:
- Participation is open for everyone
- Submissions should be in DVD form.
- Production year should not be earlier than 2011
- Films shown in previous Sawy Culture Wheel festivals cannot be submitted.
- Films should not exceed 45 minutes.
